Usually not for council tax: the Local Government and Social Care Ombudsman says councils do not give council tax refunds for missed collections and it does not expect them to. Refunds for a separately paid service, and remedies after a complaint, are different questions with different answers.

Council tax is not a payment per collection

The Ombudsman does not expect a financial remedy for a single missed collection or a limited number of them. It may investigate a series of missed collections over several months, and may get involved sooner where assisted collections are missed.

Keep paying council tax as normal. Withholding it is not a complaint and can lead to a separate recovery process.

Paid services have their own terms

A garden-waste subscription or a booked bulky-waste collection is a separate paid service. Its terms decide what happens if it is suspended, cancelled or delivered late. Keep the payment confirmation and check the terms before asking for money back.

One example: during the 2025 industrial action, Birmingham City Council suspended its garden-waste service and said it would automatically refund everyone who had paid for a 2025 subscription (service update, page last updated 19 March 2025). That was a refund of a specific paid service. It was not a promise to repay private collection bills or council tax.

Will the council repay a private collector?

Do not book a private collection on the assumption that the council will pay for it. Unless the council has told you in writing about a specific reimbursement arrangement, treat the cost as your own. A general suggestion to “use a private firm” is not an agreed claim process.

What a complaint remedy can cover

If you complain, keep dates, report references, correspondence and receipts, and explain the practical effect: repeated trips, a bin you cannot reach, or failures that continued after you reported them. Use the council’s complaints process first. You should normally complain to the Ombudsman within 12 months of realising something went wrong.

The Ombudsman’s staff guidance on remedies lists reimbursing “the nominal costs of taking household waste to a tip when it should have been collected” as an example of a quantifiable loss. It says symbolic payments for missed collections are only made in exceptional circumstances, such as an assisted collection repeatedly missed and causing sustained severe inconvenience. None of this means private contractor bills will be repaid; any remedy depends on the findings.

When you ask for money back, name the exact payment or expense. That is a clearer request than compensation for the whole disruption.
