Quick answer: Waterford City and County Council does not collect household waste, so bins and bulky items go through private, permitted collectors or the Council’s Kilbarry Civic Amenity Site. At Kilbarry, a car load of general waste costs €24, a single mattress €20, a sofa €20 and paint €1 a litre, while electricals, batteries, glass and textiles are free. Any company that places skips on public roads must hold a Council Skip Operator Licence, which costs €300 a year. The on-the-spot litter fine is €250 from 1 September 2026.
How waste removal works in Waterford
Waterford City and County Council states that it does not operate a household refuse collection service; it publishes a list of private household waste collectors instead. Our guide to household bins in the Republic of Ireland explains how the private system works. For a clear-out you can take waste to one of the Council’s two civic amenity sites (Kilbarry in the city and Ballinamuck in Dungarvan), hire a skip from a licensed operator, or pay a permitted rubbish removal firm.
Kilbarry Civic Amenity Site charges
Kilbarry is open 11am to 4pm, Monday to Friday, and closed at weekends and on bank holidays. You pay at an on-site vending machine that takes coins, notes and cards but gives no change. These are the Council’s published household charges (schedule in force from 15 August 2022, still the one linked from the Council’s site in September 2026):
| Item | Charge |
|---|---|
| General waste, per bag up to 70 litres (up to 4 bags) | €6; €5 each extra bag |
| 240-litre wheelie bin of general waste | €15 |
| Car, estate, jeep or small van (up to 280 litres or 4 bags) | €24; €5 each extra bag |
| General waste by weight | €180 a tonne |
| Green waste | €3 a bag; €70 a tonne |
| Dry recycling (paper, cardboard, plastic) | €2 a bag |
| Mattress | Single €20; double €25 |
| Armchair; sofa | €10; €20 |
| Bed frame or base | Single €10; double €15 |
| Paint; waste oil | €1 a litre |
| Electricals, fluorescent tubes, batteries, glass bottles, textiles | Free |
Where staff cannot judge the volume of a load, it is weighed and charged by weight. The Dungarvan site at Ballinamuck uses the same charges and also opens on Saturday mornings. For paint and chemicals, see our guide to leftover paint and household chemicals.
Skips on public roads: operator licences
Waterford City and County Council adopted its Control of Skips Bye-Laws 2015 in February 2016, and they have applied since 2 October 2017. Any operator providing skips for hire or use on a public road in the city and county must be registered with the Council and hold a Skip Operator Licence, renewed every year.
| Rule | What the Council says |
|---|---|
| Operator licence fee | €300 a year |
| Documents | Current public liability insurance that indemnifies the operator and the Council, and a safety statement |
| On the road | The operator must avoid inconvenience to pedestrians and traffic, and clean and make good the road afterwards; the Council can recover the cost of repairs |
| Removal | A skip must be removed immediately if directed by An Garda Síochána or an authorised Council employee, and for particular events or dates on written notice |
The Council’s application form does not publish a per-skip placement charge, so ask the operator whether a skip on your road needs a placement licence and whether the cost is in the price. A skip wholly on your own drive stays off the public road. See our guide to hiring a skip.
Illegal dumping fines
Since 1 September 2026 the on-the-spot fine for littering in Ireland has been €250, up from €150, according to Citizens Information and the Department of Climate, Energy and the Environment. On conviction in the District Court a litter offence can bring a fine of up to €3,000, and Citizens Information notes fines of up to €130,000 in the Circuit Court for causing environmental pollution. Just as important for anyone paying to get rid of rubbish: if a council can find out who owns material that has been dumped, the owner can be prosecuted even if they were not caught dumping it. That is why the permit check below matters. Report dumping to the council or to the 24-hour National Environmental Complaints Line on 1800 365 123.
Typical private prices in Waterford
For typical private prices, use the national ranges in our Ireland waste removal costs guide. In summary, Kollect’s published Dublin rates (September 2026) run from €194.11 for a 2.5-yard skip to €529.44 for a 14-yard skip, including VAT, delivery, collection and disposal, and Cork Mini Skips’ published zone prices run from €230 for a 3-yard skip to €610 for a 14-yard skip. We did not find a published, independent Waterford-only price list we could check, so treat the national ranges as a guide. As a local comparison, the Council charges €24 for a car load of general waste at Kilbarry, or €180 a tonne. Weight matters as much as size: the State landfill levy is €85 a tonne, which feeds into disposal charges, so soil, rubble and tiles cost more to get rid of than the same volume of light household junk; see soil and rubble removal.

How to choose a provider in Waterford
Anyone who collects waste for a fee in Ireland needs a waste collection permit from the National Waste Collection Permit Office (NWCPO), and the permit lists the areas and types of waste the holder may collect. Before you book:
- Ask for the NWCPO permit number and search it on the NWCPO permit register. Check the permit is current and covers Waterford and the waste you have. Our guide to checking a collector on the NWCPO permit search shows how.
- Get the price in writing, including VAT, delivery and collection, disposal by weight, and extra charges for mattresses, electricals, plasterboard or soil.
- For a skip on the road, ask whether the operator holds the council skip licence and whether the permit fee is in the price.
- Ask where the waste goes and keep a receipt that names the company.
- Be wary of cash-only offers from a van with no permit number. Using an unpermitted collector does not end your responsibility for the waste.
Our checklist on comparing waste removal quotes works for Irish quotes too.
