Quick answer: The City of Perth runs two bulk verge collections a year for residents, most recently in the week beginning 23 March 2026, taking furniture, mattresses, whitegoods, e-waste and garden prunings in separate piles. A skip bin on a road, footpath or verge in the City needs an Obstruction Permit, applied for by the skip company at least five business days ahead, with a $200 application fee plus any parking bay charges. The WA waste levy is $90 a tonne from 1 July 2026, and carriers of controlled waste need a licence from the Department of Water and Environmental Regulation.
How waste removal works in Perth
Perth’s suburbs are run by around 30 local governments, and verge collection rules differ widely: some councils collect on a set schedule, others use booked services. This guide uses the City of Perth, which covers the CBD, Northbridge, West Perth, East Perth, Highgate and neighbouring areas. If you live elsewhere, check your own council’s verge collection.
Bulk verge collection
We read the City of Perth’s residential bulk verge collection brochure (January 2026) in September 2026. The key rules:
| Rule | What the City says |
|---|---|
| How often | Two collections a year for residential properties; the next is in the second half of the year, announced on the City’s website |
| Timing (March 2026) | Items out between 6am Saturday 21 March and 6am Monday 23 March; collection from the week beginning 23 March |
| Separate piles | General bulky items (furniture, chairs, sofas, toys), mattresses, whitegoods (doors removed), e-waste (power cables cut) and garden waste |
| Garden waste | Prunings up to 1.5 m long and 30 cm thick; clippings and leaves in boxes or bags |
| Not removed | General household waste and food, hazardous waste, construction waste (cement, bricks, rubble, sand), tyres, vehicle parts and motor oil, stumps over 30 cm |
| Rules | Items light enough for two people; piles must not block the footpath or your bin service; not available to commercial premises |
Construction waste, tyres and vehicle parts can go to the Recycling Centre Balcatta, where fees may apply. Household hazardous waste such as paint, gas cylinders, batteries and light globes can be dropped off free at household hazardous waste sites across Perth; see our guide to leftover paint and household chemicals. For mattresses outside collection weeks, see our guide to mattress disposal.
Skip bins: City of Perth Obstruction Permits
Any activity that obstructs part of a road, footpath, verge or reserve in the City of Perth, including bins and sea containers, needs an Obstruction Permit.
| Rule | What the City says |
|---|---|
| Who applies | The organisation doing the work or supplying the equipment, such as the skip company |
| Application fee | $200 standard application and processing fee |
| Notice | At least five full business days; 15 if Main Roads WA approval is also needed |
| Late applications | A $150 fee may apply for an expedited assessment of a skip bin application |
| Insurance | Public liability cover of at least $10 million |
| Parking | Parking bay fees are invoiced separately where bays are affected |
| Extensions | Must be requested before expiry, once only, with an extension fee |
A skip on your own driveway needs no permit. Ask the skip company whether its price includes the permit and any parking charges. See our guide to hiring a skip.
Hazardous waste: controlled waste carriers
In Western Australia, the Department of Water and Environmental Regulation licenses carriers, drivers and vehicles that transport controlled waste on roads, under the Environmental Protection (Controlled Waste) Regulations 2004, and tracks loads through its Controlled Waste Tracking System. Asbestos and many chemical wastes are controlled wastes, so ask a removalist for its controlled waste carrier licence before it takes them.
Illegal dumping penalties in WA
The Department of Water and Environmental Regulation investigates illegal dumping under section 49A of the Environmental Protection Act 1986, which carries a maximum penalty of $62,500 for individuals and $125,000 for corporations. Littering offences under the Litter Act 1979 carry up to $5,000 for individuals. Report dumping to Pollution Watch on 1300 784 782.
Typical private prices in Perth
For typical private prices, use the national ranges in our Australia waste removal costs guide. All figures are in Australian dollars. We did not find a published, independent Perth-only price list we could check, so treat the national ranges as a guide. WA’s $90 a tonne levy is lower than the eastern states’ metropolitan rates, but tip gate fees add to it. Weight matters as much as size, because tip fees include the state landfill levy; soil, bricks and tiles fill a bin’s weight limit long before its volume. See soil and rubble removal.

How to choose a provider in Perth
State licensing for waste transport is aimed mainly at hazardous waste, so for ordinary household rubbish the checks that matter are about where your waste ends up. For controlled waste such as asbestos, the carrier needs a WA controlled waste carrier licence. Before you book:
- Get the price in writing, including GST, the hire period, the weight limit and the charge per tonne over it, and surcharges for mattresses, tyres or heavy waste.
- Ask where the waste goes and for a tip or recycling receipt. A price far below the rest is a warning sign.
- For a bin on the road, ask who applies for the council permit and whether the fee is included.
- Tell them about any hazardous material before they quote. Suspected asbestos is a job for a licensed removalist; see our guide to suspected asbestos.
Our checklist on comparing waste removal quotes works for Australian quotes too.
